About Us
Valerie Phillips, President
Valerie Phillips has been committed to the health and welfare of individuals who are underserved for her entire professional life. She was born and educated in New York (Hunter College and Brooklyn Law School) and has taught Health Care Law at St John's University. She has also studied at the London School of Law.
As a New York attorney with over 30 years in health care practice working for New York City's most vulnerable populations in her role as Senior Counsel, Legal Affairs for the NYC Health and Hospitals (H+H), Valerie Phillips has worked with and for a patient population beset with complex medical profiles compounded and at times precipitated by underlying social and economic issues. Her experience with this population as well, extends to influencing legislation, which may adversely impact that population in various aspects of healthcare delivery. In addition, her experience covers immigration issues both individual and Corporate, medical staffing, research and transactional matters. She has chaired the H+H Procurement Review Board, an administrative body authorized by law having jurisdiction to hear disputes and controversies arising from the procurement process.
Her initiation into health care, as a human right that cannot or should not be negotiated away nor compromised came at the beginning of her career working for the United Nations, Human Rights in New York City. She views healthcare as a right vital to ones well being and by extension, to the unalienable rights of "Life, Liberty and the pursuit of Happiness" declared by the United States at its very inception and which by no means limited to that geographical area. In addition, Valerie Phillips has worked with not-for-profit organizations such as Leaf of Life, which identifies and secures treatment for children in Jamaica W.I. who otherwise would have no access to such treatment. She has also participated in the field and in symposiums on wound care providing information and training for the University of the West Indies and local providers in conjunction with pharmaceutical companies in the region.
Her experience in criminal justice working with Family Court has also given her insight into the socio-economic needs of children, in particular, as they navigate their way through their formative years often only under the stewardship of the State.
The inevitable outcome of children who have not had an adequate foundation often condemns them to an "underserved" place in society. These limitations on humanity ultimately compromises society as a whole, and have informed Ms. Phillips’ decision to look for root causes rather than symptoms in ailing systems. The desire to assist a vulnerable patient population and inquiry into the causes of such vulnerabilities has led her to embrace the mission and goals of 3 Times As Many, Inc. She is pleased to preside over and participate in 3 Times As Many, Inc. as it pursues and achieves its goals.
Dr. Carla Petterkin, Secretary
Dr. Petterkin-Caldwell is a board certified Obstetrician Gynecologist, with subspecialty training in Maternal Fetal Medicine. For over twenty years, Dr. Petterkin has provided high-risk obstetric care to the women of Brooklyn at NYC Health + Hospital, Kings County and Downstate Hospital. Dr. Petterkin’s mission as a medial professional is to offer exemplary prenatal care to all women, regardless of circumstances. She provides prenatal care to women with complex medical and surgical issues. She has been on several committees to improve prenatal care. She is instrumental in the teaching of residents, medical students, and physician assistant students and is involved in a shadowing program for premedical students interested in the field of Obstetrics and Gynecology. Dr. Petterkin received her BA in biology from Barnard College and her MD from SUNY Health Science Center at Brooklyn. She completed her residency in Obstetrics and Gynecology and her fellowship in Maternal Fetal Medicine at SUNY Downstate and NYC + Hospital, Kings County. Dr. Petterkin served as Director of Maternal Fetal Medicine at NYC Health + Hospital, Kings County. She has dedicated her career to proving quality care to women of Brooklyn.
Tobayi Howton, Treasurer
Tobayi Howton, CPA, MBA, CFE is the president of T. Howton & Co. Inc., an accounting firm located in the court house district of Mineola, NY, serving clients throughout the Tri state area. The firm serves several market niches with a specialty in real estate clients and medical practices. Tobayi has an MBA in forensic accounting and has worked in the industry for 15 years serving clients throughout NYC and Long Island.
Bernard Campbell, Vice President
Bernard Campbell is a Network Engineer with over 35 years experience in the Financial Markets Technology sector. He obtained a Diploma in Electronics Technology from the Delehanty Institute of NY, and attended classes at Polytechnic Institute of NY and NYU School of Continuing Education. He began his career at PaineWebber, which subsequently merged with UBS. He is currently a Vice President for Enterprise Network Infrastructure at Morgan Stanley.
Yvette Allen-Campbell, Executive Director
Yvette Allen-Campbell is the Executive Director and a founder of 3 Times As Many, Inc. It is her sheer enjoyment and promotion of the development of young children that ultimately provided the concept for 3 Times As Many, Inc.
As an education administrator in one of the largest urban public school systems in the country, she saw the disproportionate numbers of young boys and girls of color sitting in special education schools. She worried about the trajectory of those children’s lives. In a quest to understand all of the factors that would support such outcomes she came across a number of concerning issues. In addition to some of the very real systemic contributory issues like racially biased testing instruments and culturally insensitive evaluators, Ms. Allen-Campbell grasped the profound realization that 2 times as many black infants are born with low birth weight (developmentally delayed) than white infants in the United States. The gap starts in the womb for far too many children of color.
She also realized another unconscionable statistic; 3 times as many black women die from complications of pregnancy or childbirth than white women in the United States, hence the name of her nonprofit organization. The haunting effects of those two unacceptable facts became her undying motivation to step up and do something about them. Her motivation initially manifested in Black, Pregnant & Loving It, the only pregnancy book on the market for black women, that illustrates the pregnancy of a beautiful woman of color. It was written to provide black women with critical life supporting information, as well as affirmations of the beauty of pregnancy for women of color. The book definitely fills a gap in the literary world, however Ms. Allen-Campbell along with 3 Times As Many, Inc. Board President, Valerie Phillips felt that more could be done. Specialized, direct services to women of color during, before and in between pregnancies would have a more profound effect on maternal and baby well-being; consequently, 3 Times As Many, Inc was born.
Ms. Allen-Campbell has worked in the field of education for over 33 years. She holds a B.S in Speech & Language Pathology, a M.A. in Speech & Language Pathology and a P.D. in Education Administration, from Long Island University. She also possesses New York State Education Department certification as a Public School Teacher, School District Administrator and School Administrator Supervisor. In addition to being a published author, Ms. Allen-Campbell is a columnist/editor for PregnancyMagazine.com.
